CALIFORNIA CADASTRAL MAPPING ASSOCIATION
BYLAWS

ARTICLE I – ORGANIZATION

SECTION 1. Title. The name of this organization shall be the California Cadastral Mappers’ Association. Unless otherwise indicated, the abbreviation “CCMA” as used hereafter shall mean the California Cadastral Mappers’ Association. The CCMA shall at all times be operated as a sub-group of the California Assessors’ Association.

ARTICLE I, SECTION 1 – AMENDED 10/7/97. The name of this organization shall be changed to the California Cadastral Mapping Association.

SECTION 2. Purpose. The purpose of this organization shall be to stimulate education, standardization and communication for the enrichment of Cadastral Mapping in its application toward assessment in the State of California.

SECTION 3. Objectives. Under the direction and guidance of the California Assessors’ Association, it shall be the goal of the CCMA to produce a more standard, accurate and complete Assessor’s Map product throughout California, to promote a better understanding of new and existing legislation related to Cadastral Mapping; to work with the State Board of Equalization regarding tax rate area issues; and to progressively educate Cadastral Mappers in computer-aided mapping technology.

ARTICLE II – MEMBERSHIP

SECTION 1. There are no eligibility requirements except that the individual must have an interest in Cadastral Mapping regarding its application toward Assessor’s offices.

SECTION 2. Membership shall be categorized as follows:

1. Regular Member

Any individual actively employed in an Assessor’s office in the State of California whose duties include direct association with Cadastral Mapping, or supervision or management thereof.

2. Associate Member

Any individual actively employed in an Assessor’s office in the State of California whose duties are not directly associated with Cadastral Mapping. Any individual actively employed by any other governmental agency.

SECTION 3. There shall be no dues payable except that reasonable registration fees may be charged to cover the costs of conferences. In the event that revenue exceeds expenses for those conferences, the Treasurer shall deposit said funds in a financial institution in the name of The California Cadastral Mapping Association to be used for future meetings, conferences, and to cover the Association's operating costs.

ARTICLE III – EXECUTIVE COMMITTEE

SECTION 1. The officers of the CCMA shall be the President, Vice-President, Secretary, Treasurer, and Immediate Past-President. They shall be hereinafter referred to as the Executive Committee. All Executive Committee members shall be regular members of the CCMA at the time of nomination and throughout their term(s) of office. There shall at all times be 5 members on this committee.

SECTION 2. The duties of the officers shall be as follows:

1. PRESIDENT - The President shall be the Chairman of the Executive Committee and shall preside over and conduct all meetings by a formal order of business; shall have general supervision and direction of the affairs of the CCMA in accordance with the bylaws; shall host and preside over an annual statewide CCMA conference and be responsible for the agenda thereof; shall act as the liaison between the CCMA and the California Assessors’ Association; appoint all committees and call all special meetings of the association; and shall assume the roll of Immediate Past-President at the end of the term.

2. VICE-PRESIDENT - The Vice-President shall perform the duties of the President in the latter’s absence; shall assist the President with the agenda for the annual CCMA conference; shall assume the duties of the office of the President at the end of one regular term as Vice-President; and, in the event of vacancy during the regular term of the office of the President, shall assume the duties of that office for the remainder of the unexpired term.

3. SECRETARY - The Secretary shall keep minutes of all meetings of the CCMA and shall distribute a copy of those minutes to the President of the California Assessor’s Association for distribution to each County Assessor, the CCMA Executive Committee and all meeting attendees. The Secretary will also be responsible for the production and distribution, in the same manner as meeting minutes, of a periodic newsletter, if deemed desirable.

4. TREASURER - The Treasurer shall keep a financial account of all monies of the association and shall submit a financial statement in writing to all members at each regular Annual Meeting and to the Treasurer of the California Assessors’ Association. The closing date shall be within 30 days prior to the Annual Meeting.

SECTION 3. Nominations/elections for all officers will occur once a year at the annual CCMA Conference. Any regular member of the CCMA may nominate his/herself, or any other regular member of the CCMA for Vice-President, Secretary or Treasurer. Vice-Presidential nominees shall alternate on a yearly basis with the first year's nominee being from the northerly half of the state and the following year's nominee being from the southerly half of the state.

The North-South boundary shall be a line running west to east along the northerly boundary lines of Monterey, San Benito, Fresno, Madera and Inyo Counties.

SECTION 4. The term of the office for each Executive Committee member shall be for one year beginning on the first of January immediately following the election. The Vice-President shall serve a one-year term as Vice-President and succeed the President automatically at the end of his term.

ARTICLE III, SECTION 4 – AMENDED 10/7/97. The term of the Treasurer and Secretary shall be changed from one (1) year to two (2) years.

SECTION 5. In the event a vacancy occurs in any office of the Executive Committee, the remaining members of the Executive Committee shall determine the successor to the vacated office.

ARTICLE IV – MEETINGS

SECTION 1. Meetings shall be held regionally or statewide as needed, but at least once a year a statewide CCMA Conference will be held. This conference shall alternate annually between the northern and southern halves of the State.

ARTICLE V – AMENDMENTS

SECTION 1. These bylaws may be amended only by a majority vote of the regular members of the CCMA present at the regular Annual Meeting. All amendments are subject to approval by the California Assessors’ Association.

ARTICLE VI – EFFECTIVE CLAUSE

SECTION 1. These Articles and Bylaws originally became effective upon ratification by the California Cadastral Mapping Association and approval by the California Assessors’ Association on the following dates:
